The company has Introduced the ISO 45001 occupational safety and health system and obtained verification, and carried out risk control with systematic management. In order to comply with the new ISO 45001:2018/CNS 45001:2018 management system standard, the existing safety and health management regulations were revised. In December 2019, the translation of ISO 45001:2018 edition was completed. In May 2020, it was audited and verified by the ISO 45001 external audit of the Metal Industry Research and Development Center, and it was approved to log in. It was completed in July 2020. All company plants obtained ISO 45001 certification on July 3, 2020, and underwent an external re-evaluation from May 29 to 31, 2023. and they successfully passed the re-evaluation to obtain the certificate, which is valid until July 2, 2026.

Moreover, the company will follow the ISO 45001 occupational safety and health management system and obtained verification, and carried out risk control with systematic management to carry out occupational safety and health hazard identification and risk assessment, and adopt corresponding management, supervision and improvement measures, and establish safety operation standards to reduce related risks and prevent occupational accidents, and formulate an operating environment monitoring plan, and regularly entrust an operating environment monitoring organization approved by the Ministry of Labor to carry out monitoring, and the monitoring results are all qualified. If the related personnel engage in special operations, the company has to apply for a permit from the organizer, and only start work after obtaining the permit. In addition, the company conducts emergency response drills on a regular basis, so that colleagues are familiar with various response measures, eliminate disasters as soon as possible, and reduce and mitigate the impact losses caused by hazards.

Tang Eng Company follows the Ministry of Labor's Occupational Safety and Health Education and Training Regulations and implement regular safety and health education and training for employees. The Company's occupational safety and health management system covers the whole factory, all departments and all colleagues, with employees accounting for 100%.

Occupational Safety and Health Committee

In order to prevent occupational accidents, protect labor safety and health, and create a healthy working environment in the workplace, Tang Eng Company has set up an occupational safety and health committee to convey the Company's labor safety policies, goals, management measures, and exchange of opinions between labor and management representatives through meetings.

In order to strengthen the safety and health management in the workplace, shape the active safety culture with full participation, and achieve the goal of reducing risks, the Company established safety and health performance indicators. By regularly monitoring and measuring the potential hazards of The Company's operations and places, it found opportunities for improvement and reduced hazards under the operation of PDCA system, so as to eliminate occupational disasters.

Occupational safety and health management measures

If there are any deficiencies in the occupational safety and health management system, the safety and health department is responsible for collecting and tracking the correction and improvement situation, so as to maintain the normal function of the management system. The Accident Notification Handling and Investigation Management Measures and Non-Conformity Correction Management Measures have been formulated. When an accident or non-conformity occurs, a complete investigation procedure will be initiated to make the accident investigation more efficient and confirm the facts and circumstances , identify the cause and determine the improvement measures, so as to reduce the probability of accident recurrence.

The person who discovers the accident or the supervisor of the unit where the accident occurred shall report in accordance with Tang Eng Company's notification procedures for various disasters and emergencies. The unit where the accident occurred should fill out the Tang Eng Company Accident Notification Form within 24 hours, and convey the traffic accident, false alarm incident and minor injury accident to the Safety and Health Department after approval by the Assistant Vice President or Deputy General Manager. Other incidents need to be reported to the General Manager.

In 2024, The Company employees, including contractors, did not have any major occupational accidents (no fatalities) or occupational disease cases, but there were three disability injuries (a total of three persons), all resulting from falling on stairs. One case (person) did not require hospitalization and involved 19 days of home recuperation, while the other two cases (persons) resulted in a total of 101 lost disability days. There were 6 traffic accident cases (persons) and 3 minor injury/near-miss incident cases (persons), , each involving one person. After reporting, the potential hazards were reviewed and improved to prevent injury accidents.

In order to continuously and actively identify the hazards caused by the routine and non-routine activities and situations of The Company, the "Management Measures for Hazard Identification and Risk Assessment" has been formulated to evaluate the risks of hazards, plan and decide relevant risk control measures, and appropriately control the risks to an acceptable level. In principle, all units shall conduct a comprehensive re-inspection every three years, and complete regular review and evaluation before the end of November every year. If necessary, they shall complete hazard identification and revision of risk assessment data, and screen and identify unacceptable risks as the basis for next year's target management plan and decision of control measures, so as to continuously improve the safety and health management system. In 2024, a total of 3,177 regular reviews and assessments were completed, and 1,435 reviews and assessments were revised.

For all kinds of operation activities, operation of machinery and equipment and chemicals used by employees, workers, contractors and guests and visitors in each factory area, risk identification is carried out regularly every year in accordance with the Management Measures for Hazard Identification and Risk Assessment, and a quantitative risk score is defined according to the severity and frequency of accidents that may be caused by various operation activities, operation of machinery and equipment or use of chemicals. When the risk score is 2~3, it is "low and moderate risk". It is necessary to ensure the effectiveness of existing protective facilities, consider the opportunity to improve safety and health performance, and it is an acceptable risk or improvement opportunity. It is necessary to strengthen or strengthen the mechanisms of maintenance, supervision and inspection, education and training of existing protective facilities. If the risk score is 4~5, it is considered as "highly significant risk" and unacceptable risk. For those with significant and high risks, it is necessary to develop low-risk control facilities to reduce the risk to below medium, so they should adopt low-risk facilities immediately, and start or continue operations before the risk is low, and immediately review the integrity of existing protection measures or make improvement plans or strengthen contingency capacity. According to the hazard identification risk score of each department in 2024, a score of 4~5 is considered as high risk, and none is counted; a score of 2~3 is considered as low and moderate risk, with a total of 2,856 items.

If problems are found during operation, they can be immediately reported to the contractor's engineer or the Safety and Health Department, or reported to the company through daily or weekly departmental meetings of each unit; In addition, through the daily inspection and audit of the contractor's workplace, anyone can communicate directly with the contractor's personnel face to face. In order to encourage whistleblowers to dare to expose illegal cases, The Company should protect whistleblowers as follows: The identity information of whistleblowers should be kept confidential, and information sufficient to identify them should not be disclosed. Internal reporting: the whistleblower shall not be dismissed, demoted, reduced in salary, damaged by his rights and interests in laws, contracts or customs, or otherwise adversely punished because of the reported case.

  • If a disabling injury accident occurs in the Company, after the accident unit conducts its own investigation, the occupational safety and health management representative will decide whether to hold a special accident investigation according to the severity of the accident.
  • For accidents that require a special accident investigation meeting, the corrective measures taken will be tracked and confirmed by the Safety and Health Department, and the effectiveness of the inspections will be regularly checked.
  • The unit responsible for the major non-injury accidents and injury accidents promises to improve matters, and the Safety and Health Department continues to track the continuity and effectiveness of its implementation after the event and report regularly.
Work safety audit

Tang Eng Iron Works really pay attention to the safety and health of the employees and contractors, so we aggressively work on safety audit, and safety and health department has also established violation correction management guidelines, and if any violations are found in the audit, improvement and correction would be proposed and corresponding implementation would be checked and verified to ensure the effectiveness. When the improvement is done, there would be a review to prevent similar violations or accidents from happening.

Contractor Safety Supervision

Tang Eng Company attaches great importance to the safety management of contractors, so it uses the strategy of counseling, inspection, and publicity to strengthen the labor safety awareness of contractors. The selection of contractors is based on the Company's procurement regulations. In addition to the relevant regulations, contractors are also required to purchase named group accident insurance or employer compensation contract liability insurance with a value equal to or exceeding NT$5 million. When the contractor participates in the bidding, it is necessary to submit a valid certificate of labor safety and health education and training and the labor insurance application document of the certificate holder employed by the bidding manufacturer or the certificate of the person in charge of the company for review. Therefore, the counseling, checking, publicity of contractors is all attached to individual procurement cases. For those involved in on-site operations, in addition to forcing bidders to participate in the Occupational Safety and Health Agreement Organization Meeting, Tang Eng Company also provides on-the-job education and training for crane/forklift operators operator/hanger operator/scaffolding operator/anoxic operation/dust operation/specific chemical operation/first aid personnel, so as to assist the successful bidder to obtain more complete labor safety and health education.

Project contractors are also included in the emphasis on attention and monitoring. Both the procurement contract and the contractor contract must be included in the Contractor Management Rules to strengthen management, and safety and health management regulations have been included in the procurement and acceptance specifications. In addition to publicizing contract responsibilities to contractors, the Safety and Health Department aids, training, and improves education to maintain the effective implementation of environmental safety and health policies in the plant, for example, dangerous mechanical operations, confined spaces, electric shock operations, hot work, elevated operations and other related hazard precautions to ensure construction safety.

Each unit of the Company implements on-the-job education and training every year to improve employee work efficiency and work environment safety. In addition, if it is necessary to take external courses such as (crane and forklift operation, fire-fighting, etc.), additional employees will be sent to participate in the training to increase their work skills. Emergency response drill
